In May of the 2003 in the Seoul 11th International Anticorruption Conference (IACC) we denounced the serious problems of corruption that characterize the Bolivian government and the disastrous consequences this had for Bolivia.
The current slaughter of defenseless people and the consequent crisis of the democracy have their cause in the corruption facts that have been hidden and to those international financial institutions that have contributed directly, among them the World Bank, the Interamerican Development Bank and the US Export Credit Agency – OPIC, same of several influence people such as Jeffrey Sachs of the Harvard University and Nancy Birdsall of the Center for Global Development who has supported and endorsed before the international community, the corrupt activities of Sanchez of Losada.
Facts tell against lies and they have been corroborated by diverse investigations and legal opinions. In 1996 Sanchez of Losada with support of the World Bank began the privatization (so called capitalization) of the hydrocarbons sector, signing an illegal contract with ENRON under the laws of New York, without informing this to the Bolivian National Congress, the contract stayed secretly for two years until the pressure of the high military control compel the government to publish it. After the accusations of parliamentarian of NFR (current member of the current ruling coalition) the government recognized that his officials received USD 4 Millions of ENRON during the negotiations of the contract.” Several other oil companies complained that the licitation process was not transparent and ENRON had beneficiate in a disloyal competition.
Two days before abandoning his first administration period, again without any transparency Sanchez of Losada signed an illegal ordinance transferring the property from the Bolivian gas to transnational companies such as REPSOL and AMOCO, openly violating the Constitution of Bolivia. At the same time made approve, without knowledge of the opposition, the new Mining Law abusing his position to benefit his own private activities since, from the first privatization process in 1985, his own company COMSUR had become the owner of the main locations of gold in the country, the World Bank possesses 11,1% of the actions of COMSUR.
Several months ago the Indigenous peoples organizations of the low lands denounced that ENRON constructed two secret valves in the Bolivia Brasil gas line that are being used to supply gas to the President’s Don Mario Gold Mine. This denounce gave reason to a formal investigation carried out by the World Bank in a double rol of judge and part”, but until today the banks office doesnt emit the results.
To hide all these ” business ” the government of Sanchez of Losada abuses, without any transparency and social control, of the reserved expenses funds that correspond to 20% of the national budget; the bolivian civil society supported by the Vice-president of the Republic comes claiming this reserved fundmust be managed in transparent way, but he refuses flatly. Independent journalists have demonstrated backed with official documents that these funds are used to pay secret salaries to politicians of the government coalition and the Generals of the Bolivian Army that continually extortion the president, especially after saving him of the police revolt last February.
The drop that dams the glass is the illegitimate election carried out by the government coalition to replace the Ombudsman – Peoples Defender -, imposing a representative of its party, this way hurting from death the last and unique democratic institution who was able to prosecute and control executive power, since for the last five years Court Supreme remains vacant.
This is the sad testimony of bolivianliberal democracy bled by corruption, with the complicity of the international actors, some of which still continues supporting a government that – in its final hours – appeals to the slaughter of defenseless citizens that claim for their human rights.

La Corrupción desangra la democracia
Hace una semana el informe internacional sobre corrupción elaborado por Transparencia Internacional muestra a Bolivia en el tercer lugar advirtiendo que la situación bajo el gobierno de Sánchez de Losada tendía a empeorar. En mayo del 2003 en la 11th Conferencia Internacional Anticorrupción denunciamos los graves problemas de corrupción que caracterizan al gobierno Boliviano y las nefastas consecuencias que tenían para Bolivia.
La actual matanza de personas indefensas y la consecuente crisis de la democracia tienen su causa en los hechos de corrupción que han sido encubiertos y a los que han contruibuido directamente varias instituciones financieras internacionales, entre ellas el Banco Mundial, el Banco Interamericano de Desarrollo y la Agencia de Crédito a la Exportación OPIC de los Estados Unidos, así mismo, varias personas tales como Jeffrey Sachs de la Universidad de Harvard y Nancy Birdsall del Centro para el Desarrollo Global quienes sistemáticamente han respaldado y avalado ante la comunidad internacional, las corruptas actividades de Sanchez de Losada.
Los hechos son indesmentibles y han sido corroborados por diversas investigaciones y opiniones legales. En 1996 Sanchez de Losada con apoyo del Banco Mundial inicio la privatización de los hidrocarburos firmando un contrato ilegal con ENRON bajo las leyes de Nueva York, sin informar esto al Congreso Nacional Boliviano, el contrato se mantuvo en secreto por dos años hasta que por presión del alto mando militar el gobierno tuvo que publicarlo. Ante las denuncias de parlamentarios de NFR (actual miembro de la coalición gobernante) el gobierno reconoció que sus funcionarios recibieron USD 4 Millones de ENRON durante las “negociaciones del contrato”. Varias otras empresas petroleras se quejaron que el proceso de licitación no fue transparente y ENRON se benefició bajo una competencia desleal.
Dos días antes de abandonar su primera administración de nuevo sin transparencia alguna Sanchez de Losada firmó un decreto transfiriendo ilegalmente la propiedad del gas boliviano a las empresas transnacionales tales como REPSOL y AMOCO, violando abiertamente la Contitución Política de Bolivia, al mismo tiempo hizo aprobar sin conocimiento de la oposición la Ley del Código de Minería utilizando su cargo político para beneficiar sus propias actividades ya que desde la privatización de 1985 se había apropiado de los principales yacimientos de oro del país a través de su compañía COMSUR donde el Banco Mundial posee 11,1% de las acciones.
Unos meses atrás los pueblos indígenas de las tierras bajas denuciaron que ENRON construyó valvulas secretas en el gasoducto Bilivia -Brasil a través de las cuales abstece de gas a la Mina “Don Mario” del Presidente. Esto motivó una investigación formal realizada por el Banco Mundial que se constituyó en “juez y parte”, pero hasta el día de hoy no emite los resultados.
Para encubrir todos estos “negocios” el gobierno de Sanchez de Losada dispone sin ninguna transparencia y control social de los gastos reservados, fondos que corresponden al 20% presupuesto nacional y que la sociedad civil respaldada por el Vicepresidente de la República vienen reclamando se manejen de manera transparente, pero él se niega rotundamente. Periodistas independientes han demostrado con documentos oficiales que estos fondos son utilizados para pagar sobre-sueldos a políticos de la coalición y los Generales de las fuerzas armadas que continuamente extorcionan al presidente, especialmente después de haberlo salvado de la revuelta policial de febrero último.
La gota que rebalsa el vaso es la elección ilegítima realizada por el gobierno para reemplazar al Defensor del Pueblo, eligiendo a un representante de su partido hiriendo de muerte a la única institución democrática que ejercía fiscalización del poder ejecutivo, ya que desde hace cinco años la Corte Suprema está vacía.
Este es le triste testimonio de la democracia liberal desangrada por la corrupción con la complicidad de los actores internacionales que todavía siguen respaldando a un gobierno ilegítimo que, en sus horas finales, recurre a la matanza de ciudadanos indefensos que claman por sus derechos.
